Faramarz (Fred) Rahbar

Dr. Fred Rahbar leads CORE’s Project Advisory Services both domestically and internationally. Dr. Rahbar has over fifty years of providing project advisory services that include planning, scheduling, and cost control, with hands-on experience developing, reviewing, and implementing project control concepts from front end engineering design (FEED) to detailed design, procurement, construction, project monitoring and commissioning for equity investors, owners, consultants, and EPC contractors, as well as providing Claims Avoidance consultation. Dr. Rahbar’s experience with large mega construction projects includes power, nuclear energy, solar manufacturing, oil, gas, petrochemical, infrastructure, transportation, wastewater, and other EPC projects. He has provided cost and scheduling expertise in all phases of the construction project life cycle for a wide range of projects.

Chris Sable

Mr Sable has 29 years of experience in various aspects of project and construction management, CPM schedule development and implementation, infrastructure design, field engineering, project schedule risk analysis, project monitoring, construction project auditing, claims avoidance consultation. His qualifications include baseline schedule reviews, evaluations of monthly updating of CPM schedules, document control and field supervision, subcontractor scope development and monitoring, productivity analysis, cost estimating, surveying and construction inspection service, infrastructure design reviews, forensic schedule analysis, claims, change order analyses and resolution. Mr. Sable’s diverse expertise has been obtained through involvement on numerous project types, including infrastructure, roadways and bridges, processing plants, LNG, FPSO, petroleum refinery, gas supply expansion, semisubmersible oil platform, tank farm, natural gas floating platform, and combined cycle power plants.

Tsang Wong

Tsang Wong has provided construction management, project monitoring and claims mitigation services on projects in Thailand, Indonesia, Lebanon, Bahamas, Saudi Arabia, India, Dubai, Australia, Guam, China, and Mongolia. Tsang is a registered engineer with over 20 years of experience in construction management and consulting, dispute resolution, and claims mitigation support. Tsang has provided project advisory services related to contract strategy, project scheduling, and project controls; developed and implemented specialized data management systems; and managed electronic discovery on data- and document-intensive construction related matters. In addition, Tsang has developed contemporaneous as-planned and as-built schedules, and used CPM schedule analysis techniques to quantify delays, determine entitlement and facilitate settlements during the course of construction.

Intesar Ahmed

Intesar Ahmed brings to CORE International Consulting over 35 years of diverse experience in Process Engineering, Project Management and Cost Estimation in multiple markets including Refining, Gas Processing, Chemicals and Petrochemical industries. Mr. Ahmed has developed design packages and estimates for several Olefins Units, gas plants and refineries, which involved developing process schemes, identifying alternate technologies, developing process simulation, PFDs and P&IDs, developing capital and operating cost estimates. He has also led Process Design teams for several projects. Intesar’s Cost Estimation experience includes preparation of conceptual, funding and definitive cost estimates, validate project funding cost estimates, review project lump sum turnkey tenders, lead lump sum change order/amendment negotiations, negotiate claim settlements, presenting capital expenditure budgets to executive management and supervising and training cost estimators.
